It could mean that, depending on the game. For instance, Nintendo Land and New Super Mario Bros. U only require Wii Remotes for multiplayer. I would imagine that games that utilize the buttons on the GamePad extensively would require the Pro Controller for multiplayer, like Call of Duty.
